COMPARE LICENCES

What each activity actually requires

Twenty activities side by side — who regulates it, which licence it needs, the capital floor, how long it takes and whether the sandbox comes first.

SAMA · 54 ON THE MAP

Payments & acquiring

Accepting, processing, or routing payment transactions on behalf of merchants or consumers. The licence sits with the provider, not the merchant.

Licence
Payment services provider licence
Minimum capital
SAR 5M
Typical timeline
12–18 MO

SAMA · 21 ON THE MAP

Holding customer balances for spending, transfer, or top-up. SAMA’s PSP regulations set out e-money issuance as its own licensing category.

E-money / stored value permission
Minimum capital
SAR 5M
Typical timeline
12–16 MO
Sandbox route
OPTIONAL

SAMA · 15 ON THE MAP

GRADUATED 2026

SAMA · 12 ON THE MAP

Cross-border transfer of funds for retail or corporate senders. The Kingdom is one of the largest outbound remittance corridors in the world, which is exactly why the capital floor is what it is.

Licence
Money transfer licence
Minimum capital
SAR 20M
Typical timeline
16–24 MO
Sandbox route
OPTIONAL

SAMA · 20 ON THE MAP

Debt crowdfunding

Matching lenders with SME borrowers. The most crowded permitted category — most platforms entered through the SAMA sandbox first, pointed at an SME funding gap estimated near USD 80bn.

Licence
Debt-based crowdfunding permit
Minimum capital
SAR 5M
Typical timeline
10–15 MO
Sandbox route
REQUIRED

CMA · 10 ON THE MAP

Robo-advisory & wealth

Managing or advising on investment portfolios through an automated interface. CMA territory, not SAMA — and the CMA runs its own Fintech Lab, separate from the SAMA sandbox.

Licence
Securities business authorisation
Minimum capital
SAR 2M
Typical timeline
12–18 MO
Sandbox route
OPTIONAL

INSURANCE AUTHORITY · 5 ON THE MAP

Minimum capital
SAR 3M
Typical timeline
10–16 MO
Sandbox route
OPTIONAL

SAMA · 6 ON THE MAP

Raising retail capital against property assets. Sits with REGA, usually alongside a CMA or SAMA permission depending on the instrument.

Minimum capital
SAR 2M

THE LICENCE ROUTE

Five stages, from first read to live reporting

  1. STAGE 01 · 1–3 MONTHS

    Explore

    • Confirm which regulator owns your activity — the wrong assumption here costs a whole quarter.
    • Read the current rule set end to end, including any circular issued in the last twelve months.
    • Establish whether your model needs a licence at all, or an outsourcing approval under someone else’s.
    • Map the obligations nobody warns you about: PDPL, NCA controls, ZATCA e-invoicing, MISA if there is foreign ownership.
    • Speak to two operators already cleared for the activity before you write a plan.
  2. STAGE 02 · 2–4 MONTHS

    Prepare

    • Incorporate, appoint a compliance officer, and document your governance structure.
    • Build the policy pack: AML/CFT, risk, outsourcing, business continuity, consumer protection.
    • Secure capital in a form the regulator will recognise as committed, not intended.
    • Prepare a technology and security assessment against the applicable standard.
    • Decide your cloud region now — a PDPL cross-border basis is far cheaper to design in than to retrofit.
  3. STAGE 03 · 6–12 MONTHS

    Sandbox

    • Apply to the regulatory sandbox with a defined test scope, customer cap, and exit criteria.
    • Run the test with real customers under the agreed limits and report on the agreed cadence.
    • Document every deviation — the exit review is built on what you reported, not what you built.
    • Plan the capital step-up now: exit requirements are stricter than entry requirements, and from November 2026 they scale with your processed volume.
  4. STAGE 04 · 6–12 MONTHS

    Licence application

    • Submit the full application pack; expect at least two rounds of clarification requests.
    • Keep the plan current — reviewers compare what you filed against what you are actually doing.
    • Budget for re-certification if a rule in your activity moves mid-review.
    • Prepare for on-site or systems review before final approval.
  5. STAGE 05 · ONGOING

    Live & reporting

    • Meet the consolidated quarterly return on the published calendar — one filing now, one penalty too.
    • Notify the regulator of material changes to ownership, model, or outsourcing arrangements.
    • Re-run affordability, KYC, and risk assessments at the required intervals.
    • Track upcoming rule changes for your activity — the obligation is yours, not the regulator’s.
